Can alarm clocks help hearing impaired people?

I think, these people use the vibrating alarm clocks to wake hearing up people with hearing impairments.

I have a SonicAlert alarm clock. I just use the vibration (which is very strong) but you can also hook it up to a light which will flash and it can be set to beep as well. It can also be set up to receive a signal from other devices such as a baby cry detecting device which I use to pick up the smoke detector going off.
